21-year-old Finnigan is a product of the Southampton academy system, having risen through the ranks at St, Mary's to sign professional terms in December 2020.
Making just one first-team appearance for the Saints, Ryan enjoyed loan spells with Crewe Alexandra and Shrewsbury Town before joining Blackpool on a permanent basis in January 2024.
He has made sixteen first-team appearances for the Tangerines, and will be hoping to add more match minutes as he begins his spell with the Saddlers.
Speaking via the club's official website, Head Coach Mat Sadler is pleased to add to his midfield options, he said: "I’m delighted to add Ryan to the squad.
Ryan is someone I contacted the guys at Blackpool about as soon as the season finished because he’s one I wanted to try and bring to the club, and it’s taken a bit of time because he’s been needed by them, but we thank Blackpool for their help on this one.
"He’s a really good young player, he had a good loan spell at Crewe a few years back and through different reasons hasn’t had the game time that he wants, but he’s a very good young player who we’re looking forward to seeing the best of as the season continues.
"Ryan is a box-to-box midfield player, good on the ball and wants to progress the ball from the middle to the front thirds. He’s a good young player that we’re happy to be working with."
